I swear by Bonsai, an outliner for PalmOS with a full-featured WIndows client. It may have a Mac client too by now. It's a better to-do list than To Do and at least as good a basic outliner as Radio.

What is it with MS Office inserting all those crap tags, by the way? I've been trying to get some students to keep weblogs in one class and this is cropping up as a real issue.

My favorite note-taking outliner is Inspiration 7.0 (crossplatform Windows and Mac). I take the notes graphically in "mindmap" format and click a button for an outline view if desired. (to be truthful, I find the graphic view of arrows and boxes far more useful as note taking and archiving, as it allows multiple relationships that are trickier in an outline, if not unavailable.) Inspiration also has intriguing web export capabilities -- a diagram can be exported to a web map.

I also use Inspiration for the logical thinking processes that I use in my consulting practice (more boxes and arrows).

I use the Radio outliner extensively at work and find it's a great tool - my colleagues do to. On the mac I am trialling Aquaminds NoteTaker, which I spotted on Joi's blog too. I like it so far except for some of the key shortcuts - great for organising many related outlines due to it's notepad metaphor.

I checked Bonsai a second ago - it seems they still don't have a Mac client. I would probably use it if it did, and I'd grab a portable palm keyboard to boot.
